When Moody’s looks at an increasingly negative global sovereign debt picture and factors in the rise of political populism the result is concern. In a November 14 report titled “Negative Outlook As Low Growth, High Debt Limit Policy Options,” the firm’s credit analysts characterized their overall sovereign debt outlook as “negative,” noting only 9% with a positive outlook.
