The prisoners have the right to solicit parole. Every so often, in every prison the commission composed of experts (psychologists/sociologists) congregates . They main task is to grade, who can be set free and who cannot. Ideally, they would like to let go prisoners, who will not commit a crime in the future and to keep those, who will commit it.
